The Republic of South Africa is a country located at the southern tip of the African continent. South Africa’s coast stretches 2,798 kilometers, and borders the Atlantic and Indian oceans. Modern humans inhabited South Africa more than 100,000 years ago. However, with the discovery of the Cape Sea Route, the Dutch East India Company founded a refreshment station at what is known today as Cape Town in 1652. In 1806, like much of the world, Cape Town became a British colony. European settlement expanded during the 1820s, as the Boers (Dutch) and the British claimed land in the north and east of the country. These old influences in a new land signified the start of gambling in South Africa. At the time, games of chance like dice, and various card games were introduced.
South Africa is a very diverse country. In its constitution alone, 11 different languages are recognized. All of these different influences joined to create a unique land that is one of the most culturally-mixed in the world. Luckily for the people who profit from gambling tax, gambling is something that every culture can enjoy equally, and thus earns the South African government a nice piece of revenue.
But South Africa wasn’t always so eager to allow gambling into their country. In fact, only a short decade ago gambling was frowned upon and officials went to great lengths to try and stop the spread of gambling venues.
Public policy and legislation have changed radically over the last decade. The law now provides for a host of possibilities for legal gambling. The changes were first put into action in the interim constitution, confirmed in the final constitution, and the manifested in two national acts and nine separate pieces of provincial gambling legislation. This change in legislation was originally based on the premise that there is an underlying demand for gambling.
The State would also be able to generate some of the necessary revenue to fulfill its socio-economic responsibilities relating to the advancement of disadvantaged people. The constitution provides for a dual-licensing system. The national legislature has the exclusion legislative power to regulate lotteries and sports pools. In matters of casino, racing, and other gambling, however, both the national and provincial legislatures have power.
With the advent of the National Gambling Act, provision was made for legalization of various forms of gambling. One of the provisions of the Act is to address the issue of problem gambling. And with this in mind the Human Sciences Research Council (HSRC) was commissioned by the National Gambling Board to undertake research.
Problem gambling issues have been address elsewhere in places like New Zealand, where people have ample gambling venues available to them, and find themselves addicted to the games, digging deeper in debt.
